Abstract

This study aims to develop sustainability pillars into five dimensions in determining the priority index of tourism economic development. A quantitative approach was employed using primary data collected from expert respondents, including academics, regulators, and practitioners. Data were analyzed using the Multidimensional Scaling (MDS) method with the Rapfish approach. The results show that the environmental (54.55) and institutional (62.72) aspects are categorized as moderately sustainable, while the economic (48.35), social (45.08), and infrastructure (39.35) aspects are classified as less sustainable. These findings indicate that tourism sustainability is influenced by sensitive attributes, particularly tourism market potential, community participation, freshwater availability, infrastructure conditions, and institutional governance. This study contributes to the development of the sustainability framework by expanding it from three to five dimensions, providing a basis for determining policy priorities in sustainable tourism economic development.
